A post on the SPOnG forums suggests that, in order to be the first to review titles and have the privilege of "Exclusive first review" on the cover - games magazines will often grant the game a high score, regardless of the actual quality of the title - the current culprit is none other than Atari and their recent title Driv3r for which they're apparently demanding a score of 9/10 in exchange for early review code.

QUOTE
Other culprits of late include Sonic Heroes, which Sega’s European PR office demanded scores of at least 8/10 in exchange for code, a shoddy state of affairs indeed. As you may remember, all early scores were 8/10 for Sonic. Strange huh?

Tomb Raider was another game for which it was demanded that a certain score must be granted before review coverage was agreed. Impressively, 10/10 was the requested score, though as you know, various editors bartered this down.

Another is Devil May Cry II, for which Capcom demanded 8/10 for the exclusive. Turok Evolution also came pre-decorated with an eight score.

There's been no confirmation - but just imagine if such things are true...

im pretty certain that would be true, for one no1 loses that mag sells more copies for the "exclusive Review" and the game sells more copies because of the high score. Thats why i look on forums for a honest opinion b4 i part with my not so hard earned cash.

Sad but true I fear.

Unreal 2 anyone? A good game but hardly worthy of the 94% PC Zone granted it.

SPOnG have more news on this accusation, including a response from Nick Ellis, deputy Editor of Xbox World, who said:
QUOTE
“I'd like to totally refute the suggestion that magazines, and specifically XBW, take bribes - monetary or otherwise - to inflate review scores. Sure we might get the odd T-shirt sent to us or a pint bought by a PR but never, in 4 years of working at Future, have I ever given a game an inflated score because a) I've been ordered to or b ) I've been thrown a bung. Sure I've over marked games - 9/10 for MOH: Rising Sun in OPS2 I will freely admit was a grave error of judgement but an honest mistake.”

So - simple errors of judgement? It's always a possibility, although the accusation of the 8/10 score for Sonic and the fact that most of the early reviews scored it that way does appear suspicious...

I personally would say that the recent Sonic games do deserve their high scores. Not because of what review mags or sites that say or gave it to them, but because I played them all myself before even reading them and find they are fun & good games. Okay maybe this may seem like a biased opinion seeing as I'm a Sonic fan, but I hardly ever read reviews for console games as I just go ahead and test play them or buy them straight away. As for PC games, well thats a whole different matter.
